Building on the existing Sister City relationship between the City of Owensboro and the City of Olomouc, the idea grew to expand the potential of the relationship. The Green River Area Development District (GRADD) representing a seven-county area in western Kentucky and the Olomouc Kraj (Region), comprising thirteen counties in Central Moravia have determined to reach an agreement to become Sister Regions under Sister Cities International. In May 2005, Reid Haire (Judge Executive of Daviess County and Chair of the GRADD Board of Directors) visited Olomouc and held discussions with Governor Ivan Kosatik. in April 2006 an exploratory delegation representing the Olomuc Kraj government visited the Owensboro region to continue discussions. An agreement was reach that the formal Sister Region agreement would be signed in the Olomouc Kraj during an exchange set for spring 2007.
