The City of Olomouc, Moravia, Czech Republic and the City of Owensboro, Daviess County, Kentucky became Sister Cities during the summer of 1994. The relationships grew out of an initial contact made at the 1993 Sister Cities International conference held in Houston, Texas. After background research and correspondence during the summer and fall of 1993, Owensboro Mayor David Adkisson sent an exploratory delegation to Olomouc in December of that year. The delegation's recommendation was to pursue a relationship with this city in recognition of common industry, cultural institutions, and a desire to work together to increase our citizenry contacts between the two cultures. After two-way exchanges of government representatives during the summer of 1994, both government delegations signed a declaration that the two cities recognize each other as Sister Cities. David Adkisson of Owensboro and Milan Horinek of Olomouc were the founding mayors. The Sister Cities International Charter dates from this time.
